The 'Sectoral Proposal Templates' aim at supporting developing countries in proposing sectoral emission baselines under a post-Kyoto climate regime. The sectoral approach underlying this work is seen as a means to scale-up investments in clean technology and systems in developing countries. GtripleC and Ecofys have developed ''Sectoral Proposal Templates' for selected sectors with the goal to perform a reality check by ‘road testing’ them in some developing countries.

From January 2009, Ecofys the Chinese Energy Research Institute (ERI) and Azure International have been testing Sectoral Proposal Templates in China’s electricity, cement and transport sectors with funding from the UK Strategic Programme Fund This project has focused on the problem of how to operationalise the concept of sector no-lose targets (SNLTs or sectoral baselines) in the proposal phase and to test the possibility of developing a credible and transparent proposal. The template concept as such has been workable in China and it concentrates on making present day policies transparent and creating choices for different development scenarios.
